Procurement of supplies, works and services by governments, regional and local authorities and non-governmental entities that have been granted exclusive rights by the government or fulfil public service obligations is referred to as public procurement and accounts for a substantial proportion of trade worldwide. In the European Union, statistics indicate that public procurement accounts for a significant share of the EU market, accounting for approximately 16 per cent of the EU’s GDP, and is in excess of €1.9 trillion at the time of writing.
