Procurement of supplies, works and services by governments, regional and local authorities and non-governmental entities that have been granted exclusive rights by the government or fulfil public service obligations is referred to as public procurement and accounts for a substantial proportion of trade worldwide. In the European Union, statistics indicate that public procurement accounts for over 17 per cent of the EU’s GDP and at the time of writing is in excess of €2 trillion.
