Matthew O’Regan is an English solicitor and is counsel in Freshfields Bruckhaus Deringer’s antitrust, competition and trade group, in the firm’s Brussels office. Early in his career, Matthew was seconded to OFTEL, the then United Kingdom regulatory authority for the telecommunications sector. He has considerable and varied experience in all aspects of competition, regulatory and general European law, across a wide range of sectors, in particular the telecoms, media and technology sectors. Matthew advises and represents clients in relation to complex, often multi-jurisdictional, mergers and joint ventures reviewed by the EU, UK and other competition authorities. He has particular expertise in devising and implementing merger remedies, having advised on several mergers requiring complex remedies agreed with the EU and, in some cases, US authorities. He also has considerable experience of non-merger work, notably cartel and dominance investigations, litigation and arbitration, state aid matters, joint ventures and commercial agreements. In the TMT area, he has advised on a proposed merger of mobile and fixed operators in South Africa, a bid for the concession to operate the EU’s Galileo satellite navigation system and a number of M&A transactions. Together with Laurent Garzaniti, Matthew is the Co-Editor of Telecommunications, Broadcasting and the Internet: EU Competition Law and Regulation, now in its third edition, and is the author of the chapters on mergers and market conduct. Matthew read law at the University of Nottingham and has a post-graduate degree in European law from the University of Amsterdam.
