Ms. Gamache is an associate in the Energy, Infrastructure and Project Finance Group of White & Case LLP. Ms. Gamache focuses on regulatory compliance and enforcement matters and transactions. She has experience counseling electric utilities, transmission providers, large industrial customers, cooperatives, energy marketers and other utility service providers with respect to a wide array of regulatory issues under the US Federal Power Act (FPA) and the Public Utility Regulatory Policies Act. Ms. Gamache has represented clients before such agencies as the Federal Energy Regulatory Commission (FERC), the North American Electric Reliability Corporation (NERC), the US Department of Energy (DOE), the US Commodity Futures Trading Commission (CFTC), and various state public utility commissions.
Ms. Gamache’s representative experience includes assisting clients seeking to obtain FERC authorizations under Sections 203 and 204 of the FPA, to obtain or maintain market-based rate authority, and to obtain and maintain certification of status as a qualifying facility. Ms. Gamache has also counseled entities with respect to compliance with ongoing regulatory obligations, including interlocking directorate issues, Electric Quarterly Reports (EQRs), Quarterly Electricity Export Reports, and Notifications of Changes in Status. In addition, Ms. Gamache has advised clients with respect to their obligations under the electric reliability standards adopted by NERC, and has represented clients throughout the NERC audit process.
Ms. Gamache also has experience representing and advising clients in complex commercial litigation and regulatory investigations and proceedings, as well as advising clients on regulatory compliance in merger and acquisition transactions.
