Olga Finkel. (LLD, MSc) is the managing partner at WH Law and heads the firm’s TIME (Telecoms-IT-Media-Entertainment) practice.
Olga provides advice on strategic, commercial and regulatory matters to businesses primarily involved in telecoms, software development, e-gaming, e-payments and e-money institutions, e-marketing, and e-auctions, among others. Olga’s specialisation, backed by extensive experience, includes regulatory frameworks of telecoms, e-gaming, e-banking, e-signatures and e-commerce; technologytransactions (procurement, outsourcing and transfer); software licensing; privacy and data security, cybercrime, intellectual property (including trademarks, copyright, databases, patents), contractual relationships in the technology field, consumer-facing matters, as well as issues arising out of cross-border nature of ICT-related businesses and transactions. Dr Finkel is also active in related areas of expertise, such as competition (antitrust) and corporate transactions (M&A).
Olga’s clients include corporate bodies (both private and listed) and governmental entities. Olga acted as an expert in the field in a number of EU-funded studies, such as the review of the Electronic Signatures Directive, and the EU-wide surveys on cybercrime and e-government. She advised government of the implementation of the EU framework for electronic communications networks and services in Malta. Dr Finkel regularly acts as a tutor or legal consultant during the British Commonwealth-organised workshops and programmes on ICT law for developing countries, in particular Africa and the Caribbean. Olga is a member of Society for Computers and Law (UK), and the International Technology Law Association (based in the US). She is also a member of the law council of advisers of the Gerson Lehrman Group.
Besides having a Doctorate in Law, also holds a Master of Science in IT and Economics
