Luis Ortiz is a partner at BLP Abogados where he heads the practices of Administrative Law, Constitutional Law and Government Contracting. He provides ongoing advice to companies whose main economic turnaround in the country is bidding and executing contracts with public institutions and has vast experience in all types of administrative and constitutional litigation. Similarly, his extensive knowledge in the field of banking regulation, is crtitical in position as legal counsel of the Costa Rica Chamber of Banks and Financial Institutions. Prior to joining BLP Abogados in 2006, was an associate at Bufete Rojas Franco & Asociados and KMPG Abogados. He is the President of the Costa Rican Association for Economic Regulation Studies, country-coordinator of the Ibero- American Association of Regulatory Policy Studies (ASIER). He is a Professor of Administrative Law and Procedural Administrative Law at a master´s and licenciate degree level at several universities in the country. He graduated in Law at the Universidad Autónoma de Centroamérica, holds an LLM in Public Law from the Ibero-American Public Law Program of the Universidad Carlos III de Madrid-UACA Program and Post Graduate studies in Administrative Law, Regulatory Policies and Public Utilities from Salamanca University. Additionally, Ortiz is a prolific writer with seven books and more than twenty articles published in Costa Rica as well as in countries of Ibero-America. He is fluent in Spanish and English.
