Ilia Rachkov (Ph.D., LL.M.), partner of Noerr, specializes in corporate law and M&A, competition law and litigation. Since 1996 Ilia has acquired substantial experience in advising foreign and Russian companies, particularly in the pharmaceuticals, machinery, media, automotive and regulatory sectors, in M&A transactions (acquisition and alienation of shares in companies and assets both in Russia and abroad) and in PPP projects (e.g. related to concession agreements; BOOT structures for water purification and waste management facilities; transport infrastructure: roads, airports & seaports).

Ilia joined the Moscow team of Noerr in 2006, in 2007 he was appointed local partner in Moscow and was promoted to equity partner in January 2009. He is a member of the Association of Independent Directors, the Legal Committee of the Russian-German Chamber of Commerce, and the Expert Council for the Development of Competition in the Information Technology Sector (Federal Antimonopoly Service of Russia).
