Jaak Parre advises both contracting organizations and bidders in public procurement procedures. His expertise ranges from the planning of a procurement procedure to representation in courts. He has represented clients in several landmark cases involving the application of EU public procurement principles in domestic disputes. His work experience as an IT professional has proved very useful when advising clients on IT procurement and contractual negotiations. Also, Jaak Parre has experience in disputes involving constitutional issues and a previous work experience from the Office of the Chancellor of Justice. Jaak Parre is the co-author of the first book published in Estonia on public procurement law. Mr. Parre is nominated a leading public procurement lawyer in Estonia by ‘Who’s Who Legal’.
