Ximena Aguirre Franco studied Law in the Universidad Iberoamericana; obtained an MSc in Environmental Policy and Regulation from the London School of Economics; and a diploma on Environmental Law and Natural Resources at the Instituto Tecnológico Autónomo de México. She is currently studying a specialization on Amparo Law at the Universidad Panamericana. She is a professor of the Environmental Law lecture at the Universidad Iberoamericana.
She is an Associate at Creel, García-Cuéllar, Aiza y Enríquez, S.C., where she actively collaborates as a lawyer in numerous mergers and acquisitions, environmental impact authorization processes, concessions to extract and discharge water, concessions to use federal zones, drafting environmental indemnity agreements, in the purchase sale and remediation of sites which soils are contaminated, in environmental and water litiation. She also collaborates in matters for the development of renewable energy projects wishing to obtain certified emission reductions.
She specializes in topics related to climate change, environmental impact, national water, administrative litigation and topics related to energy infrastructure.
She assessed Mitsui & Co., Ltd., Korea Gas Corporation and Samsung Corporation in the public bid for the contract granted by Mexico´s Federal Electricity Commission in the design, construction and operation of an LNG Terminal which is located in Manzanillo, State of Colima, in México and in all environmental and regulatory matters for the development of the project.
She has published articles in magazines such as North American Free Trade and Investment Report, Carbon Finance, Derecho Ambiental y Ecología, Getting the Deal Through and the Mexican Law Review.
