Sally Roe has advised public and private sector participants and funders on a wide variety of projects including PPP/PFI projects in the transport, infrastructure, defence and IT sectors. Sally has also acted in litigation, arbitration and ADR of public procurement and construction and engineering disputes.

Some of Sally's recent experience includes advising:

• the Irish National Roads Authority on procurement issues arising from PPP roads projects in Ireland and in judicial review proceedings concerning a tender procedure forming part of the Authority’s PPP roads programme;
• the Olympic Delivery Authority in relation to the procurement of its delivery partner for the London 2012 Olympic Games conducted under the competitive dialogue procedure and on the procurement of roads and bridges for the Olympic park;
• the UK Ministry of Defence on a competitive dialogue procedure for the award of contracts in relation to naval auxiliary vessels;
• the UK Department for Transport on the intercity express programme of rolling stock procurement. This is the most significant rolling stock procurement in the UK for over 30 years and is being conducted under the negotiated procedure; and
• the UK Department for Transport in relation to the public procurement law aspects of the Thameslink Rolling Stock Project conducted under the negotiated procedure.

Born in 1956, Sally was educated at St Hilda's College, Oxford and has been a partner in Freshfields since 1990.
