Ms. Petkova is legal adviser with Sabev & Partners Law Firm since August 2006. She is a lawyer with long-term and extensive experience in the drafting of main and secondary legislation applicable to public procurements and concessions; with leading role in the activities of working groups on the drafting and adopting of the public procurement acts in 1999 and 2004 and their amendments, the concession acts in 1995 and 2006, and other legislation acts in these fields.
Expert with excellent knowledge of the Bulgarian Public Procurement Act and the Concessions Act, and the subsidiary legislation related to their implementation, as well as of the European Union law and the case-law of the EU Court of Justice relevant to public procurements and concessions. Ms. Petkova is a lecturer and author of commentaries on the amendments and practical issues related to the application of the Bulgarian Public Procurement Act, including on the most recent amendments made in 2011 (Bulgarian editions in 2008 – 2011).
Ms. Petkova’s professional records include work as Adviser and Head of the “Legal referents” Department in the Parliament, “Legislative activity and European law” Directorate (April 2004 – July 2006); Chief Adviser and Chief Expert Assistant in the Economic Policy Committee of the 38th and 39th Parliament (July 1998 – April 2004); Chief Adviser in “Structural Reform” Department and Head of Concessions Department at the Council of Ministers (March 1997 – July 1998); and Chief Expert and Head of the Legal Department at the Privatization Agency (June 1993 – March 1997).
