Born in Buenos Aires, Argentina, 26 October 1954, Mr. Martelli was educated at the University of Buenos Aires Law School (abogado, 1980), were he also received a masters degree in Natural Resources Law (1983). He had post-graduate studies in South Western Legal Foundation and Harvard University (PIL, 1991-1992)

Hugo Martelli developed his professional carrier as member of the legal department of the National Park Service (1980) and then (1986) entering into private legal practice as counsel to several local and international companies in the fields of natural resources, energy and environmental law. He is founding partner of Martelli Abogados SC (1999). He has been professor on natural resources, energy and environmental law in post-graduate and masters degrees in the Universities of Buenos Aires, Católica Argentina, Austral, Argentina de la Empresa and Tecnológica Nacional. Mr. Martelli is a member of the International Bar Association, Rocky Mountain Mineral Law Foundation, Association of International Petroleum Negotiators (AIPN) and Argentine Petroleum and Gas Institute and the. Mr. Martelli is fluent in Spanish and English.
