Homer E. Moyer, Jr. is one of the country’s leading authorities on the U.S. Foreign Corrupt Practices Act and international anti-corruption law. He has written and spoken on the subject extensively, chaired more than 30 national and international conferences, produced a training video, represented and advised dozens of clients, and served as an SEC-appointed Independent Compliance Consultant. His FCPA practice includes counseling and risk management, transactional conventions, compliance programs, and litigation and arbitration.

A political appointee in both Democratic and Republican administrations, Mr. Moyer served as General Counsel (1980-81), Counselor to the Secretary (1979), and Deputy General Counsel (1976-78) of the U.S. Department of Commerce. Mr. Moyer also devotes considerable time to international pro bono projects, including serving as co-founder and Chair (1990-2002) of the American Bar Association’s Central European and Eurasian Law Initiative (CEELI).

In 2008, the American Bar Association’s International Law Section honored Mr. Moyer with a Lifetime Achievement Award. He has received the ABA’s World Order Under Law Award (1998), the CEELI Volunteer Award (2002), and a special ABA award at Runnymede during the rededication of the ABA Memorial to Magna Carta (2000). In June 2010, Mr. Moyer received the Chambers USA Award for Excellence for his work in the FCPA and anti-corruption field. Mr. Moyer currently serves as Chairman of the International Bar Association’s Anti-Corruption Committee.
